The challenge
ESAS, Electronic Collaboration in the Criminal Justice Chain, exists to ensure that information flows securely and in a structured way between the stakeholders involved in a criminal case. The project is led by the Norwegian Courts Administration, the National Police Directorate, and the Norwegian Correctional Service Directorate.
For a long time, much of the day-to-day collaboration between police, courts, health services, and correctional facilities has relied on phone calls, emails, and manual routines. That makes processes slow and vulnerable to error, and it makes it hard to maintain accurate data, consistent information quality, and efficient case handling across agencies.
What we did
Working alongside the Norwegian Correctional Service, we led the design process from discovery and mapping all the way through to live production, and continued to drive improvements beyond launch. Using service design, user research, and process mapping, we worked closely with a cross-functional development team and end users, translating real working practices and professional needs into concrete solution proposals and screen flows for the case management systems.
Among other aspects, we led the design work for the pilot handling substance test cases, and improved the usability and clarity of the national solution for ordering pre-trial custody places. We also mapped the new workflow for pre-trial custody with electronic monitoring.










Impact
More structured and secure information sharing, delivered at the right moment in processes that were previously manual. Ordering pre-trial custody places is now handled through a shared national solution rather than scattered local routines, and substance test results are managed through role-based access controls and delivered digitally instead of manually.
Taken together, this means better collaboration, more coherent working practices, and a more reliable foundation for case handling.
Why Canoe
The Norwegian Correctional Service needed a designer who could understand complex workflows across multiple agencies, and co-create digital solutions together with a cross-functional development team and frontline end users. We brought together service and product design expertise with a deep understanding of the constraints of the public sector, and stayed with the work all the way from discovery and mapping through to production.
