The challenge
Equip leaders in municipal health and care with the capability, confidence, and tools to drive digital transformation for large-scale EPJ system rollout across Rogaland.
What we did
Canoe designed and ran a change leadership programme tailored for municipal health executives and managers, anchored in Canoe's Change Journey model. The experience blended in-person workshops in Canoe's own space with reflection, peer-learning, and follow-up action, surfacing and addressing real challenges together. We developed methods and resources for lively participant engagement and continuous process improvement, enabled robust tools for benefit tracking and involvement, and facilitated every step to ensure enduring adoption.

Impact
- 240 leaders increased their readiness and capability to lead the EPJ transition.
- Strengthened collaboration across municipalities and health services around a shared digital agenda.
- Improvements in change capability and confidence among participants, reducing the risk of failed adoption.
- Strong participant feedback.
Why Canoe
Digi Rogaland needed change facilitators with deep healthcare experience who could design engaging, practice‑oriented learning, not just deliver generic change‑management theory. Canoe combined organisational change expertise with understanding of municipal health services to create a programme that fits the real pressures leaders face and with the potential for real behaviour change.
